One of the tasks carried out as part of the “Restoration and protection of the symbol of the Polish cultural heritage – the Museum of King Jan III’s Palace in Wilanów” project is “Modernisation and reconstruction of the Garden Gallery exhibition halls on the upper level of the Palace”. The modernisation project was developed relatively long ago, that is in 2011-2012, and its implementation was the result of the call for proposals organised much earlier by the Museum. It is precisely because of the fact that many years have passed since the final development of the project, as well as due to the broad range and level of complexity of the planned works, the decision was made to carry out a so-called technical dialogue, which is an element of public procurement.
The main goal of the dialogue is to obtain information about the latest technical and technological solutions that are most advantageous for the museum. This measure is also aimed at broadening the scope of knowledge of the Ordering Party about organisational and logistical formulas in the field of proper planning of the realisation of the subject of the order. The knowledge acquired through the dialogue will lead to a clarification of the needs and enable the development of tender documentation.
The technical dialogue, which began in mid-January 2018, is still ongoing. Only one company, which is a potential future bidder, joined the dialogue, as well as experts invited by the Museum with specialist knowledge in the field of construction. Several meetings have already taken place and several more are planned. On the other hand, the procedure for the awarding of a public procurement for the construction works under an open tender procedure for the Modernisation and reconstruction of the Garden Gallery exhibition halls on the upper level of the Palace” will be initiated immediately after the technical dialogue and work on complete tender documentation are completed. According to the schedule, the work is expected to continue until December 2019. During this time, both galleries as well as the upper level in the main body of the Palace will be excluded from tourist traffic. After the completion of the task, both galleries will gain a completely new appearance, and the proposed technical solutions will guarantee the safety of the extremely valuable museum exhibits stored in the interiors.
In accordance with the Act on the Law of Public Procurement, all information about the dialogue, participating entities, as well as the influence of the dialogue on the description of the subject of the procurement, the specification of essential terms and conditions of the procurement or conditions of the agreement will be included in the minutes from the proceedings for the award of the order for construction works.
The technical dialogue, which is not a separate part of the procedure of contractor selection, is only a starting point for the Ordering Party, which, through consultations with potentially interested subcontractors, as well as by contacting experts from various Museum departments and from outside of the Museum, has the opportunity to broaden its knowledge about the full spectrum of issues within the scope necessary to prepare a comprehensive description of the subject of the order, including the specification of essential conditions of the order and the agreement.
