Individual tasks in the project called “Restoration and securing of the symbol of Polish cultural heritage – the Museum of King Jan III's Palace in Wilanów” are being carried out mainly thanks to public procurements. The procurements are therefore one of the more important aspects of the task, being carried out as part of the Operational Programme Infrastructure and Environment, which is co-financed by the European Union. This is the third project carried out as part of the OPIE in the Museum of King Jan III's Palace in Wilanów, with a high level of diversity and complexity.
Public procurements, co-financed by European programmes, are characterised by higher restrictions than procedures on the national level, resulting from the Public Procurement Law. Selecting a contractor requires a great deal of scrutiny from the Ordering Party and very good knowledge of the applicable laws, including applicable EU directives and project guidelines. Therefore, only thorough and proper conduct of the public procurement procedure allows the Ordering Party, in this case the Museum of King Jan III's Palace in Wilanów, to achieve the planned effect, contributing to the realisation of a specific goal.
Within the framework of the aforementioned project, there are nine tasks which have been entrusted to entities selected by public procurement. These are important areas, such as the role of the Supervising Engineer of construction works, which consists of managing investments.
As part of public procurement procedures, contractors were also selected for such tasks as the conservation renovation of the roof of the north wing of the Wilanów Palace, the photogrammetric documentation of three rooms in the palace, including laser scans of digital photographs and developing derivative documentation in the project, production of two videos for the Museum of King Jan III’s Palace in Wilanów – a video showing a view of the historic palace interiors for visitors (Polish and English language versions), as well as a video documenting the realisation and effects of the project (Polish and English language versions), conservation work on the painting and sculpture-stucco decorations on the ceilings and façades of the Garden Galleries and Lapidarium, along with securing of the decorations from the conservation-renovation works on the 1st floor of the gallery, conservation of four Hercules figures and their pedestals as well as production of their copies, and the modernisation and reconstruction of exhibition halls of the garden galleries on the upper level of the Palace.
Two public procurement procedures were cancelled in the course of the project. In both cases, the reason was the exceeding of the sum allocated by the museum for the task. The tasks in question concerned the development of three-dimensional documentation of selected objects from the museum collection, as well as the renovation and security works in the Orangery building. The procedures were initiated a second time and this time, contractors were selected. Currently, work is underway on the preparation and carrying out of a public procurement for the modernisation and reconstruction of the exhibition halls of the garden galleries on the upper level of the Palace.
