How much does a project cost?
Nearly two years have passed since the signing of the agreement for co-financing of the implementation of the “Restoration and protection of the symbol of the Polish cultural heritage – the Museum of King Jan III’s Palace at Wilanów” project. In March 2017, as part of Measure 8.1 Protection of cultural heritage and development of cultural resources – Priority Axis VIII Protection of cultural heritage and development of cultural resources of the Operational Programme Infrastructure and Environment 2014–2020, the Museum signed a document assuming co-financing consisting of two parts: the amount of PLN 8,874,387.98 from EU funds (80% of eligible costs) and PLN 2,218,596.99 from national funds, which constituted 20% of eligible costs. The originally planned total cost of the project was: PLN 14,516,446.03 gross, but as a result of conducted tender procedures and high price volatility, it changed. In December 2018 the Museum signed annex no. 5 with the Ministry of Culture and National Heritage. The total costs of the project after the signed annex are as follows: PLN 17,783,784.44 gross (eligible costs amount to PLN 13,651,607.12, ineligible costs PLN 4,132,177.32), of which PLN 10,921,285.69 are EU funds and PLN 2,730,321.43 come from domestic funds. The project implementation period, planned until the end of 2019, remains unchanged, and some of the tasks are now in their final stages. What is the material and financial schedule of the project after changes in relation to the originally assumed amounts? It includes tasks divided into nine groups, in which costs have either increased or decreased. These are:
- Conservation, documentation and security work on painting and stucco decorations in the Garden Galleries and the Lapidarium on the ground floor of the palace: the original planned total cost: PLN 1,490,11.91 (eligible expenditure: PLN 1,211,717.00, ineligible expenditure PLN 278,694.91), total expenditure after signed annexes: PLN 1,423,110.00 (including eligible expenditure PLN 1,157,000.00).
- Modernisation and reconstruction of the Garden Gallery exhibition halls on the upper level of the palace – original planned total cost: PLN 7,171,211.01 (eligible expenditure: PLN 5,830,252.85, ineligible expenditure PLN 1,340,958.16), total expenditure after signed annexes: PLN 10,450,080.00.
- Conservation renovation of the roof of the north wing of the Palace at Wilanów – the original planned total cost: PLN 1,181,429.77 (eligible expenditure: PLN 960,512.01, ineligible expenditure PLN 220,917.76), total expenditure after signed annexes: PLN 1,156,200.00 The measure was implemented and settled in the period of August 2017 – December 2017.
- Renovation and security works in the Orangery building – original planned total cost: PLN 631,581.77 (eligible expenditure: PLN 513,481.11 PLN, ineligible expenditure PLN 118,100.66), total expenditure after signed annexes: PLN 670,350.00 The task is to be completed by December 2018.
- Conservation of the four Hercules figures with pedestals and making copies of them – original planned total cost: PLN 1,311,907.82 (eligible expenditure: PLN 1,066,591.72, ineligible expenditure PLN 245,316.10), the costs remained unchanged and the task is to be completed in December 2018.
- Three-dimensional documentation of a selected section of the collection – original planned total cost: PLN 1,071,576.00 (eligible expenditure: PLN 871,200.00 PLN, ineligible expenditure PLN 200,376.00), total expenditure after signed annexes: PLN 1,074,857.64 The task is continued until the end of the project.
- Promotion – original planned total cost: PLN 387,263.72 (eligible expenditure: PLN 317,563.66, ineligible expenditure PLN 69,700.06), total expenditure after signed annexes: PLN 314,191.71.
- Project management – original planned total cost: PLN 646,470.03 (eligible expenditure: PLN 321,666.62, ineligible expenditure PLN 324,803.41), total expenditure after signed annexes: PLN 758,493.27.
- Project preparation – actual total costs: PLN 624,594.00 (ineligible expenditure), the measure was implemented in the period of September 2011 – September 2016.
